JEFFERSON PARISH TO HOST FREE TRAINING WORKSHOP FOR
ELEVATION CERTIFICATES DUE TO REVISED REQUIREMENTS BY FEMA

JEFFERSON, LA - The Federal Emergency Management Agency (FEMA) has issued revised requirements for Elevation Certificate forms and Dry Floodproofing Certificate forms, and in accordance with FEMA policy, the new forms are required to be used moving forward.

Jefferson Parish is a CRS-participating community and the revised forms must be used moving forward to keep Jefferson Parish in compliance with the NFIP and CRS programs. This FEMA Bulletin provides the guidance surveyors need for the revised elevation certificate.

To assist in complying with the revised FEMA elevation certificate requirements, the Jefferson Parish Floodplain Management & Hazard Mitigation Department will be co-hosting a free training workshop with the Louisiana Floodplain Management Association for licensed land surveyors, responsible for preparing and community officials, responsible for reviewing Elevation Certificates, on Tuesday, August 15, 2023 at the East Bank Regional Library in the Jefferson/Napoleon Room (4747 W. Napoleon Ave., Metairie, LA 70001) from 9:00 a.m. – 4:30 p.m. This workshop will include real world examples and hands on exercises that will:

  • Provide step-by-step walkthrough of how to complete the six (6) sections of the Elevation Certificate (EC)
  • Demonstrate the three purposes of the EC: ensure compliance with community floodplain management ordinances, determine with the proper insurance premium rate, and support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision Based on Fill (LOMR-F).
  • Review the requirements for survey, flood opening documentation and certifications, building diagrams, BFE determination and documentation requirements, common errors and omissions, and discrepancies between different regulatory and programmatic requirements.
